Juan (Tony) Jimenez, Ph.D – President & CEO

Tony is the founder and CEO of JRC Integrated Systems, Inc. As CEO, he plans and directs all aspects of the policies, objectives and initiatives, including the daily business and program operations at JRC. Tony has over thirty years experience in project management, systems acquisition, and advanced technology development with Department of Defense strategic and tactical C4I and missile systems. Tony founded JRC with the goal of becoming the most trusted provider of expertise to achieve our nation’s most challenging goals.

Before starting JRC, Tony successfully managed the Common Imagery Processor program, resolving interoperability problems experienced by tactical ground imagery systems during the Gulf War. He has managed several missile defense programs, overseeing the direct acquisition of the Theater High Altitude Area Defense system, the Israeli Arrow Theater Missile Defense system, and the Ground-based Midcourse Defense program to resolve technical and programmatic issues in their operation.

Tony is a West Point graduate and holds a Ph.D. in electrical engineering from the University of Texas at Austin. He is a Senior Member of the American Institute of Aeronautics and Astronautics.

Tony R. Jimenez – Executive Vice President

Tony R. is responsible to the CEO for day-to-day operations of JRC, including finance, contracts, human resources, and security. He was a Fellow at Charles Stark Draper Laboratory focusing on statistical and reinforcement machine learning. While there he worked on the Inertial Stellar Compass project and awarded Draper’s Best Technical Publication for co-authoring a paper on an integrated star camera and gyro unit for small satellites. Tony holds a Bachelor’s and a Master’s degree in Electrical Engineering and Computer Science from MIT.

Rodney Luck – Senior Vice President, Programs

Rodney is responsible for all of JRC’s programs and development. He has 25 years of experience in project management, systems acquisition, ship construction/design, and Nuclear Weapons Security. He is an Acquisition Professional (DAWIA Level III, PM) and has 20 years of military service as a Navy EDO. Rodney also holds a Masters of Electrical Engineering from the U.S. Naval Academy

Scott Randall – Vice President

Scott is responsible for JRC’s Maritime and Security Division. Scott has 33 years of Department of Defense and Department of the Navy experience; 15 years in senior leadership positions supporting Strategic Programs and the U.S. Navy Submarine Force. He spent 31 years in the Navy, 21 of which were as a Limited Duty Officer. He has directly supported Navy Strategic Systems Programs for the last 15 years. Scott is experienced in Strategic Planning and Policy, Inspections and Audits, Program Management, and Personnel Management.

Jeff Duncan – Vice President

Jeff is responsible for JRC’s Systems Engineering and Integration Division. He has 26 years of experience managing and operating the Strategic Weapons System; 16 years of senior leadership experience within Strategic Weapons Systems. He also has 24 years of active duty military, serving as a senior SWS expert for COMSUBLANT, Submarine Squadrons, Naval Submarine Support Center, as well as 22 patrols on Trident submarines. Jeff earned his B.S. degree in Mechanical Engineering while serving in the Navy from Hill University.
